I don't know the answer to your question, but then I haven't been tasked to bring that solution. I am willing to wait for the powers that be to provide the answer for you and I am guessing they will do it. In other words, I doubt they will just trash Obama Care without providing an alternative. Will we be happy with it? Doubt it, health care is an intermediate step for us on our way to the grave after all.
