These departments are very important part of our social structure. They have been developed and evolved over years to provide important functions that citizens need. Most of the rules and regulations have been hashed out with a great deal of debate and discussion and are critical to making this country a better place to live.

Donald Trump has little knowledge of any of their functions He has little knowledge of most of the things that he talks about. How would h know there is waste. How do you know?

He did not place those people there to get rid -out waste, he appointed those people to destroy them, so the corporations can rape the country and cut social costs and give the money to the rich.

I can't believe that you can't see what this guy's motives are. The people that he appointed to those cabinets have a long record of counter philosophies that most of us know are nuts.

You need an Environmental Protection Agency for crying out loud; for example most of the ground water in the US is polluted already. Destroy it and the corporations can pollute at will.

I reckon the stumbling block for you is the word 'supposed'. Just a guess.

Maybe what you fancy as the role and function of these, is clearly not what Trump has in mind. Perhaps where you see purpose and power, he sees corruption, waste, and partisan bloatage. It appears he has picked critics of the status quo so they might take care of some long overdue house cleaning and possibly repurposing. I don't actually know why he does the things he does but that is my best guess.
