There is so much oil available in the Lower 48 and Alaska with leases already in place. I suggest Trump agreed with the ban in order to leave Obama with some sort of legacy. Trump wants to create jobs where the major population is. So I see the oil & gas activity will be in Texas and the Bakken schales mailnly

Trump has stated he will give the go ahead to the Keystone which will be more than enough to supply the Gulf refineries creating employment there without buying from a country which supports ISIS.
