The Jews educate everyone in their tribe. I hung with the Jews in graduate school and many of them hated college because they had to work so hard. Their culture demands it because they found out a 1,000 years ago that knowledge was power.

The Japanese and South Koreans know that too and work so hard (too hard) they have a very high suicide rate.

It is near impossible to tell the difference between someone who is totally uneducated and someone who is dull.

Smart people get that way by studying other smart people i.e. read books they have written.

Most people do not think they need to read books by smart people to be smart and they are wrong.

I agree with your main point. I have studied this all my life and determined the community values, starting with core family but extending also to the community they identify with determines to a very high degree the likelihood of success for children coming from that community values system.

I can't help but note that the majority of Chinese people (living in China) are uneducated and poor. So what happens with those who immigrate to America? ... see above.
