Maybe the difference is that the Democratic Party does not allow any racism at all. We just do not allow it. The Republican Party not only allows racism, they give a quiet nod to it. Republicans keep trying to paint the Democrats as racist, but the African-Americans and other minorities know that we are not and that's why they stick with us.

Google Lee Atwood's Southern strategy. It is well known, everybody knows about it and at the end of his life he apologized for doing it i.e. he admitted it It was a blueprint for the Republican Party to get the southern voters to join the Republican Party by appealing to racism with dog whistles.

As well, not one single liberal voted against the 1964 Civil Rights Act. But virtually every single southern conservative voted to continue segregation. Don't you think maybe that African-American would be upset by that?

We know right now, that rich kids enter kindergarten several years ahead of the average poor child who comes from an uneducated family simply because of the amount of words spoken in the house and the fact that many poor and middle-class parents do not send their kids to pre-school.

So when poor and middle-class kids whose parents don't pay attention to their education enter kindergarten they are simply too far behind the rich and academics kids to compete and school becomes a negative experience for them.

As I have posted a million times, there is a way to level the playing field and that is free preschool for every kid in the country including a hot meal. The Democrats would do it in a heartbeat, but the Republicans have been blocking that sort of program for 50 years.

So, to your original point culture is the deciding factor. In your examples you point to subcultures of the USA who have employed a community values culture that works well for their kids. Consequently the community values of other subgroups has been a barrier to success. All good, but I can't help pointing out that if a Repub posted that all the Dems here would be screaming at them and calling them racists.
