Most normal people think their kids are too cute to believe and have very tight bonds to them. That doesn't change much until the onset of puberty. So why farm them out to preschool? Well, there are economic reasons if you are low income and need that 8-5 job it is useful. Even high income people do this but pay for it. This can be especially beneficial for low income house holds with one parent who needs to work and the other absent. The problem of neglect is ameliorated for low income households. But people who are better off are able to provide cognitive stimulation to their kids and maintain a culture that values education. The high income families would likely send their preschooler to a Montessori school for a couple of hours so they could get some boost to what they are doing at home. I like what Headstart is trying to do and it does help disadvantaged kids get a boost before kindergarten. Statistics show that in the long term that boost is lost. The reason IMO is the culture, as you pointed out, is not changed in the process. I don't see that being discussed, and where the problem is addressed, it is received by cries of racism. Education can be a great equalizer and I love to see it when it works. My neighbors (Single mom and everything) came from Kenya and they made it work. The culture of family and friends definitely made it so.
