The micro level wouldn't even end racism.

The federal government had to end it. Some stuff is best done at the federal level.

So where parents (the micro culture) can't or wont, why doesn't society place their concern more on the micro-culture? Possible answer: It would be seen as racist by the politically correct left. You positioned this topic as a cultural issue so what do you say?
