I don't know about "promised," but yes, he supports smaller government. That's why you see him doing things like confronting Boeing. That was not a message Trump pulled out of his ass. That was a very substantive opening position in negotiations. He is saying to every vendor, "We're starting at the top and the pressure is going to be immense."

And when Boeing said, "Oh, no problem. We can cut the price in half," that was TRUMP talking, not the president of Boeing. Boeing came to terms -- undoubtedly because Trump gave him something that we a better deal for both parties.

This is how a successful negotiator works and you can see why this 180 degree change is important.

It all has to be considered in the context that we will never see sub-trillion dollar deficits again after the next couple of years. Unless a Trump can create substantial growth while getting rid of the waste and bloat in government. I would love to see our government half the size of what it current is. It could get crap done. Now, it is the blob.
