I think it would be interesting if one could do a thoughtful poll asking people to write a detailed response to the question of how good a government one could get based on the fraction of the population allowed to vote. All the way from a single vote (i.e. like hereditary fiefdom with only the King/Queen having a say) to a society were 100% of the (say adult) population always voted. Our system is only around 50% of so. The Chinese must be only around 1% or so. How does the fraction impact governance, especially if you couple in some sort of meritocracy (say education, IQ, whatever) as a qualification to the voting fraction.
