in so far as the earth-moon system is concerned, the high ground is out there and not on earth

to effectively tee-up space-based guarantee to earthly peace, am guessing one needs some fundamentals that be as independent as practicable from earth-based resources

- navigation & communication

- basing (power, repairs, storage, recycling, etc)
- capability and capacity to kinetically affect outcomes, ala reaching out and touching anybody
