IMO there is no easy answer when their is so much finger pointing. I've not read details of the settlement. For the banks to pay the fines of that magnitude. I would think there must have been illegal activities. I'm Guessing (conspiracy)[collusion)/improper activities. Either way, I think there was a breach of fiduciary responsibility at the banks on highest level.
