There was no wrongdoing alleged or found. There was an administrative penalty assessed. Not a finding of "wrongdoing."

My only relevant knowledge is that any business can be effectively shut down by its liquidation and cessation of transactions. At which point the State of NY can allege anything it wants to, pursue penalties against it, whatever, and it will all be meaningless unless they find a basis to transfer the liability to Trump. A certificate of good standing eliminates that problem.
