I believe that these percentages represent the relative cost per phase of project.

I agree with you that the conversion phase is the smallest single step in the effort, but I think that when it comes to the budgeting and spending side of the equation, the conversion phase should be one the biggest drains on the budget. (if not now it has the potential to be)

I strongly disagree. Particularly for this sort of conversion effort, the actual coding will often reduce to very rote stuff. If you're done a good job in phase I/planning, the coding changes can be real no-brainers...just highly repetitive.

This cost issue should also be greatly effected by the lack of available programmers and the fact that most companies have delayed their projects, which now almost guarantees a bottleneck.

Even scarcer are:
(1) - sustained senior management attention
(2) - seasoned project managers.
(3) - testing resources (anyone know what this system was doing in the first place?)

No doubt there is money to be made in code remediation, but I still believe it's a small piece of the greater puzzle.
