How could a poor country like China save the rich west? Or help Tiers 2 and 3?

If one look at Discretionary Income one would see that

The population of Nigeria is about 150 million people. If each member of half the population of Nigeria would, off its Discretionary Income, saved $10 they would have $750.000.000

The population of China is about 1.3 billion people. If each member of half the population of China would, off its Discretionary Income, save $5 they would have $3.250.000.000.

You can see Discretionary income savings half of Nigeria and still have $3.250.000.000 savings.
These $3.250.000.000 is what people believe China is a rich country.
Obviously this is believable only to Tiers 2 and 3 countries
