There is some truth in that. I've long maintained that traitional manufacturing jobs in the US are (a) dying for good, and (b) not necessary.

This is why the Democratic policy of killing jobs through idiotic moves like minimum wage increases and imposing greater burdens on employers is a problem: we need to stretch out the existing jobs for as long as possible to provide time for retraining and in some cases, for older employees to die off as newer, higher skilled employees come on the market.

Trump's objective is precisely what we need -- to keep as many people employed in old jobs as possible. It is, after all, productivity (NOT CONSUMPTION) that gives us economic growth. We need for as many people as possible to remain productive for as long as possible so that we have some chance of economic growth during the time which is required for retraining.

So, these jobs may come back for 10, 15, 20 years -- but then they will go away for good.

At all times we need to have our eyes on real GDP growth with the vision of trying to keep people employed. We have just come through eight years of doing the opposite. The idiocy of trying to drive growth through spending is a fools errand. It just doesn't work.
