In other areas like low income large population urban centers, it would be a hardship on employers to take on employees at that level of pay.

My understanding that a higher minimum wage in affluent cities like Seattle with most low-wage jobs in service industries would be bearable, that the problem was non-affluent areas and production jobs. I don't understand why you see a problem with Colorado's cities.

Ski resorts have small local populations and they have to pay that wage to get employees.

In which case you don't need a higher minimum-wage law because employers will provide it naturally, without coercion. No?
