The story illustrates the concept of Societal Justice. The goal of for societal members is to create laws and order that keep them from doing harm to one another. Members don't do harm to one another for fear of the consequences. This idea is core to the Enlightened philosophy of John Locke.

Glaucon concludes this is the only way to view justice and that there is no base morality for individuals other than that. An individual only benefits from justice when they can appear to be just, whether or not they are a virtuous person.

Socrates agrees that societal justice is valuable because it keeps us from harming one another instrumentally (This is also the basis of John Locke's treatment on enlightened social justice) but Socrates argues that behaving in a morally good manner is also something valuable to you, in and of itself. He also argues that to behave in a morally good manner is the correct choice even when you could be harmed by the system of justice.

The question inherent in the Republic becomes, 'Is it the aim of people to merely appear to be moral, or is it the aim of people to be moral?' Socrates insists that it should be both.

Most wrongdoing involves instruments used to avoid detection as in the ring story. This bothers me, it should bother you and everyone. But it seems we've moved to a society that is comfortable as long as appearances can be maintained.
