The information community believes Snowden gave the Russians everything he had taken.

I believe his interest was to sell the information he had. First stopover HK. There he gave to journalists a small sample of the cache he had. He though the Chinese would come calling and he would sell to them for a lot of money and go retiring somewhere.

The Chinese, cheap Charlies, must offered a little money for it and asked him to be their agent. He left to Russia. By them he was desperate to offload the information he had just to keep himself safe.

The Russians promised a safe heaven as long as he gave him the info.
It dawned on him that he his plan for retirement with a load of money had failed.

He is naive to think his country will pardon him. He might even more afraid now that Trump is cozying up to Putin and the Russians would give him back to the Americans.
