Not very meaningful to measure it at the national level.

The point, though, is that as The populations of China and India are benefiting economically from the carbon they're emitting and they are not ABOUT to give that up.


Yeah, well, both countries are signatories to the Paris agreement...neither is talking about scuttling it, unlike some other folks here in the US.
