Fully agree with you that VAT is the way to go to even the trade playing field between the US and Europe and Japan.

It is unfortunate that VAT is equated to a sales tax and considered regressive, and thus is not supported by many Democrats. In Europe the VAT is one of the main funding vehicles of the welfare state, and, therefore, it faces little opposition from the left.

Democrats, of course, are afraid that Republicans will use the VAT to lower taxes on the rich rather than expand the welfare state.

Perhaps a good compromise will be to use the VAT to pay for Medicare for All, as a replacement for Obamacare. A win win win for trade, healthcare, and budget.
