I think he has clearly stated he intends to make deep cuts in government including both EPA and Dept of Education, two of the biggest wastes of money in government. And he has certainly discussed substantial cuts in numerous other areas.

That's something that no president has done in a very long time. We will see if he can make it happen but I believe he will.
