You made a fundamental error in your first post. You had the American car at $25,000 and compared it to a German car at $25,000. The mistake you made is that the German car at $25,000 already includes the VAT, while the American at $25,000 has not been taxed yet. Without the VAT, the cost of the German car should be $20,250, which is what it would be exported at. So you are comparing a more expensive car with a less expensive one.
