Read the books first, why reinvent the wheel? Then experiment, look at chart after chart. Make sure your data vendor lets you have all listed stocks, run scans, like new highs, to see what they are saying. Note where buys/sells were given with yours and others' systems.

But first: Know Yourself. Tailor system to your mindset, or you won't trust it.
