What if the person who smoked a pack a week outlived the person who smoked a pack a day? Would we conclude that inhaling a pack of cigarettes a week is safe?

That is not the way to go about answering that question at all. There are at least two ways to come to a half decent estimate for how much sugar is too much: (1) you can use animal studies - especially ones with knockout genes to assess the effects of sugar and its safety parameters (2) you can assess the "natural" diet by looking at how much sugar primitive societies have in their diet and how much sugar humans ate before the industrial revolution.

Importantly, the issue is not sugar itself, but what it does to our bodies. So any intelligent discussion should be in the form of insulin response rather than grams of sugar.
