That's one of the stronger arguments against changing to a sales/VAT tax in practice (not so much an argument against them in theory, or against them in a totally different situation).

IMO another strong argument against them in practice is that imposing a VAT is unlikely to go along with repealing, or even slashing (esp. in a durable way) the income tax, so you have more taxes with a higher total tax burden if you impose a national VAT.

The 2nd argument is very strong for me, but your argument might be stronger with a larger group of people.
