The best way we can even the manufacturing playing field with Europe and Japan is to have a national health insurance program that removes the burden of health insurance from the employers and distributes it across the beneficiaries either via an increase in FICA taxes or a VAT/national sales tax, or, preferably, a combination of both. As a bonus we should eventually reduce health care costs by about 5% of GDP (12% vs current 17%), or a cool trillion per year -- after that reduction we will still have the most expensive system, edging Switzerland by 1% of GDP.
