Really? They have cars that can continually check the pavement temperature 100M away? Wow, the Germans must be a whole lot smarter than the Japanese! My Subaru merely warns me when the air temperature is at or below 36F, but in winter the warning light is almost always on so I ignore it.

Black ice can form when rain or drizzle creates a clear glaze on the pavement. It looks just like wet pavement so it's very hard to tell the difference. Since pavement temperatures can vary along the roadway, it It's hard to know which one you're driving on.

A classic example is a road surface that stays wet because it's warmed by the ground underneath, while nearby bridge surfaces are frozen and thus coated with black ice. I once knew a guy who totaled his car in such a circumstance due to icing on an overpass.

I think it will be extremely difficult to positively detect black ice at a distance. However, if all vehicles are automated you could force them all to drive slower under conditions where black ice might be present. It could be part of the weather forecast...
