One wonders what they are thinking. The connection between poverty and reproduction is well known.

Wrt to Hispanics, they are about 100% of the manual farm labor in my area now, up from near zero about 30 years ago. My town is now about 40% (IIRC) Hispanic, and as one example of the socialization of farm labor costs, the local schools are now >50% Hispanic kids, yet the tax paying base (mostly white still, this is property tax payers) for a decade plus refused to pass a bond to build new school buildings, because they didn't see why they should pay to educate Hispanic kids. They finally did pass it this year, due to the fact that some ex citizen of the area donated half the cost of the school on the condition the citizens pass a bond and pay for the other half.

But it is a clear example of how the citizens at large shoulder the high social cost of one small segment, the farmer who employ the Hispanic workers, and don't pay them enough to actually cover their impact on society. So every land owning tax payer is in effect transferring their wealth to the pockets of the local farmers by facilitating a supply of labor for them.
