The fingerprint reader isn't specific to Apple payments - to those who choose to, it becomes the gatekeeper to access all aspects of the device. For those users, a complete lockout is the logical response. And I believe the term "brick" came from your OP. I always used it in quotes because I saw it as a hyperbolic scare tactic from that publication to garner more clicks.
