Goldwater and a couple of the other Senators went to Nixon and told him they would vote for impeachment if he didn't resign. So he did. After he left there were no charges filed. Ford made sure they couldn't be filed. This business that Hillary and Bill would have to accept the pardon for them to be valid is a major catch for them. It would ruin them to accept them.
