I don't disagree with your statements about the desirability of using ATM as the means to backhaul IP traffic from POPs rather than IP/DS0,1,2. There's great benefits to the industry of having a standard, and new services that would use QOS (video, etc) could be later implemented much better that way.

What I'm trying to do is think like a selfish, opportunistic ISP and equipment vendor, because if (IF) there's a big cost and time to market advantage of the service-specific approach, the market will award huge rewards to the vendors and I don't want to miss that boat. if frame switching wins, vendors/ISPs would later bolt-on band aids like RSVP, etc to do QOS. I know it's ugly, but it wouldn't be the first time in high-tech.

Maybe as you say ATM silicon will drive the cost down to where packet switching won't have a chance. It just seems there's a lot of overhead in the ATM approach that's not used at the outset. But what do you think about ISDN failing as an internet access technology, because of it's overhead, in favor of faster modems (56kbit?) or xdsl? (See my other post). I think there are BIG investment dollars at stake in that trend.
