I would go along with LindyBill on this one ... it's a Mayor of Chicago problem, as I see it.
As mayor of New York, Giuliani had the common sense and understanding to appoint a man who knew what the problem was all about, had a common sense plan to deal with it, AND got the best out of the police force that reported to him.
As we know, that man was William Bratton, one of the best Police Chiefs that America has seen in a long time.
Under his tenure the crime rate in New York dropped dramatically. As a friend of mine informed me, he and his wife could walk in Central Park at 10pm at night without fear of being mugged or attacked. There was a police presence on the streets of New York with regular patrols, both on foot and in patrol cars. Apart from many other curbs, there were no vagrants sleeping in doorways, or carrying on in an anti-social behaviour.
And in addition, Bratton would drop in on ANY New York police station, at ANY time of the day or night, with NO pre-announcement of his visit. In that way the force were kept on their toes and doing their job as they're supposed to do.
And finally, he informed the force that as long as they carried out their job in the manner that they were supposed to, and should they receive criticism from external sources, he, Bratton, would support them to the hilt.
Now I fail to see why any other Mayor of any other major American city cannot appoint someone with a similar mindset to Bratton and give such a man their full support and backing ........ |
