I don't believe, during that outbreak, that this was an unusual view, in some cases among scientists. While WHO wasn't calling for bans, they were certainly calling for screening all passengers -- which wasn't really very effective.

Trump was calling for the next higher level of safety over what WHO was calling for, just another level of safety.
