Windows licenses I've bought at retailers are described as "Microsoft OEM System Builder License" and the product keys are unique.

Obviously the term "OEM" is being used differently from factory-builds.

Did find this 2014 article about computers with Windows pre-installed, but he uses the term "OEM" also
