Bart, US problems started years ago...

I could make a case for it being pre FDR... or even earlier as human arrogance and greed etc. began to ascend.

BTW, Mote is classic and Pournelle & Niven are one of the best SciFi pairs ever in collaborator mode but I grew up with Heinlein, Asimov and the Golden Age.
