Owning part of the China economy finances the PLA (and TJ does not tell anyone). Having the armed forces owing the economy to self finance is never going to work. It work at the beginning when country -Tier 3 country I mean- is very basic.

Once country reaches Tier 2 and need to go big league, it needs to chance the way economy is owned and managed. And here it is where China tanks and stays Tier 2. The men in uniform, who owns large parts of the economy, to finance their goodies are not going to give away the power.
