It is free to the patient who cannot pay for it. No it is not free to one who does not qualify due to income and other restrictions.

Listen, If a person has medicaid the hospital, by law, cannot even send the patient a bill for one dime.

You chose the right alias. You are like a broken clock. I never maintained that health care is free. That is a very broad statement that I never made.
