I would hope that if he fails to deliver positive change and if his agenda proves harmful that the 2018 elections would result in a shift in congress to prevent any further action via congress that would assist him. But even before then the Senate has a responsibility to act intelligently and appropriately to prevent harm. The GOP does not have a 60-40 majority as it is.
