AC at the time was not a booming economy.

The casinos weren't the only businesses that failed. AC had been in decline before he made his major investments there. The reasons were well known and there was no reasons to suspect things would turn around. Making his judgement very suspect. The rest of the country was booming, though.

Well, they aren't totally automated but are moving toward automation.

Wiggle, wiggle. Squirm, squirm. At this precise juncture in time? No. But they already have some and any new factories will be. And the iPhone will be soon. If a factory for the iPhone were to be built in the US, it definitely would be.
