Isn't the social safety net the government employer of last resort?

No. The social safety net is a collection of benefits paid by the government to citizens on the basis of need, not work performed. Employment is when one does work for an employer and gets paid for the work by the employer. Two very different concepts.

Government as Employer of Last Resort (ELR). The U.S. Government can proceed directly to zero unemployment by hiring all of the labor that cannot find private sector employment.

A program like this could be an added to the current social safety net but, by definition, it requires people reporting for work at a job created by the government for that purpose.
