High risk pools worked, but not very well. But there was the ongoing tension between trying to keep premiums low while taking all comers. You have to have these pools co-mingled with other pools or the high risk pool concept doesn't work very well.

We should have just found a way to subsidize those pools. Now, all that infrastructure is essentially gone so they'll be starting over.
