There is an easy way to subsidize those pools. We could cut foreign aid and use that money but then we would have other Americans that would consider cutting off aid to other countries to help Americans barbaric. And on the other side we would have some Americans that wouldn't want to lose the control that foreign aid gives us over the countries that take it.
