I thought he said "duplicitous" but maybe it was duplicative. Whatever it was, I didn't understand at first and had to fill in with the correct word myself.

He meant "duplication".
Here is a transcript of the whole thing. But I note that the transcriber's have put apostrophe's in the wrong place a few times, which of course Spicer did not do as he was speaking, not writing. washingtonpost.com

He also showed good humour throughout.
