I always thought the primary concern with illegal immigration influencing an election was at the electoral college level. Thats because when the census is taken to determine representation given it is based off of population and not citizenship. So if for example a state had 2 million illegal immigrants and they were part of the census that state would get more electoral representation then it should. Is that not still how a state's electoral vote total is determined every 10 years?
