It is more expensive and complicated to hire highly talented H1Bs that have hard to find skill sets than it is to hire equivalent US citizens. The pay is the same, but the legal fees and paper work are a bitch and given the choice, we choose the US citizen every time.

I almost never side with a corporation, but there are those that abuse the H1B system and those that use it for what it was intended...bringing in extremely intelligent individuals with hard to find skills into the US to fill positions that would otherwise go unfilled.

The wage demands of low talented H1B individuals versus low talented US citizens are completely different story, but we don't hire them.

But that is real info from an inside source and that might be confusing on this SI these days...so I understand if you wish to ignore it.
