The problem is, there isn't any vetting that will work. Trump knows this. This is a "Zombie" situation, with lone wolf action. I look upon this as getting people ready to accept the long term solution, which is banning Muslims and cranking down on friends, relatives and Mullahs to get them to turn in potential Jihadists. They are the only ones who will know.
