I would say ourselves and the part of the world not named the USA. I'm thinking we can put a border adjustment tax on all the produce we export to the US, and use it to help climate refugees or something.

Can it be done? Will all the red welfare states surviving on Calif taxes let their gravy train roll out of the station? I dunno. Maybe we'll have to petition the UN. First, tho, it has to make it to the ballot.
