The important environmental laws were passed in the 1970's and will remain on the books. Each state has an environmental department which can handle enforcement.
Nope, won't happen. You lie as usual.

States don't have the resources and you'll end up with a patchwork of inconsistent enforcement/regulations. Some states will become cesspools, like West Virginia. The mark of a nation is that all citizens enjoy the same standards of living.

All regulations of the EPA are equally important.
