Most of the people on this thread went to National Discount Brokers, their flat rate normally caps out at 5000 shares but on OTC:BB stocks their flat rate is for unlimited shares. Also with them, if you daytrade a stock, they only charge you on commission to buy and one to sell the same security in one trading day, no matter how many times you buy and/or sell it. I get the feeling the second most popular one that people went or are going to is Suretrade. Their 5000K share limit does apply to penny stock also but if you break your order into 5000 share blocks, that calculates to 0.00159 cents per share (at their flat rate of $7.95) instead of most others charging 1-2 cents per share over 5000 shares and on the entire order, at that. I also like Waterhouse, I think they do OTC, but would have to check again.
All of these allow online trading. If you read through this thread, there are a couple of posts that contain links to web sites that break down most of the major brokerages and their costs and services.
