Actually, the law could not be enforced at that time because there was no money with which to enforce it.

But that's not solely what the wall is about. The wall is a recognition that a country must control its borders. The Bush and Obama administrations spent about $1 Billion to protect 53 Miles of the border electronically before GIVING UP.

The wall will be a big, but workable solution. It may not stop every person but it will slow them down.
